STRADCS was founded to address a persistent gap in U.S. Foreign Military Sales program execution: partner nations invest significantly in contracted defense support, but rarely have a continuous, independent mechanism to confirm that execution matches intent.
We provide that mechanism — directly, consistently, and without conflict of interest.
Our IV&V function is not a replacement for contracting authorities, program offices, or implementing agencies. It is an independent adjunct layer — designed to give the partner nation clear, factual visibility into how a program is performing against what was promised, and to surface gaps early, when correction is still straightforward.
STRADCS operates at the intersection of FMS policy, partner nation relationships, and ground-level execution. Our principals have served inside the institutions we now support — as senior security cooperation officials, program advisors, and operational commanders — giving us the access, credibility, and context to provide assurance that external consultants cannot.

Large-scale FMS defense support programs span years, involve multiple rotating stakeholders, and operate across complex bureaucratic and cultural environments. STRADCS operates within existing U.S. Government FMS statutory and regulatory frameworks and coordinates directly with implementing agencies and program offices in accordance with applicable FMS regulations.
